The Petrocity Group has secured approval for nearly BRL 250 million in financing to construct four tugboats through its subsidiary Petrocity Navegação (PCN). These tugboats will support activities at the Private Use Terminal (TUP) of Urussuquara, located in São Mateus, Espírito Santo.
This initiative is the first among 28 projects listed in the Federal Official Gazette (DOU) on Tuesday, December 24, 2024, under Resolution 214, dated December 12, 2024, by the Board of Directors of the Merchant Marine Fund.
According to José Roberto Barbosa da Silva, president of the Petrocity Group, the four 2800 W tugboats will be built at the Rio Maguary S/A shipyard in Pará. They will support Petrocity Portos’ operations as well as those of “friendly ports” under existing agreements.
The total funds approved by the Merchant Marine Fund exceed BRL 10 billion, aimed at expanding port infrastructure and navigation operation projects. Among the beneficiaries is Petrobras, which has received financing approval to construct four ships.
The timeline for companies to secure financing is set at 450 days. Petrocity CEO José Roberto Barbosa announced that the construction of Petrocity Navegação’s tugboats will commence in the first half of 2025. “We are now completing some document procedures and expect to start construction between March and April. This marks another milestone in our projects,” said the CEO.
Key Developments Across Petrocity’s Divisions in 2024
The Petrocity Group celebrated significant advancements throughout 2024 across its four subsidiaries:
1. Petrocity Portos (PCP):
• Submitted all required documentation to IBAMA on January 17 for the issuance of a Provisional License to construct the Urussuquara port.
• Despite the 180-day review timeline, delays occurred due to a staff strike.
• The company also received approval to issue debentures for the Urussuquara Terminal and additional benefits this year.
2. Petrocity Navegação (PCN):
• Secured financing through the Merchant Marine Fund to build four tugboats.
• These vessels will support operations at the São Mateus port and other ports under operational agreements.
3. Petrocity Energia (PCE):
• Received approval for a legislative initiative granting tax incentives for constructing a thermoelectric plant in São Mateus.
• This development positions the company to compete in the national energy reserve auction.
4. Petrocity Ferrovias (PCF):
• Obtained a Declaration of Public Utility (DUP) for an 80-meter right-of-way along two railroads:
• EF-030 (Juscelino Kubitschek Railroad): From Barra de São Francisco to Brasília.
• EF-355 (Planalto Central Railroad): From Brasília to Mara Rosa (GO), connecting to the national rail grid via the North-South Railway (Itaqui-MA to Santos-SP).
• Launched environmental licensing processes for these railways, including authorizations for wildlife capture to support the required studies.
• Land expropriations are expected to begin in the first quarter of 2025, with construction slated to start by June 2026.
“Everything has been published in the Federal Official Gazette, proving these are concrete achievements,” emphasized CEO José Roberto Barbosa da Silva.
